第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會(hui)第一(yi)次會(hui)議,共收到提案表126份,經提案委員會(hui)專題會(hui)議審議后,歸類(lei)整理出64件提案、31個意見和(he)建議、5個不立案議題。

  具(ju)體(ti)情(qing)況如下:(一)對符合(he)黨和國家政策法(fa)規,學(xue)(xue)校(xiao)有(you)條(tiao)件辦理(li)(li),又確實(shi)需要(yao)辦理(li)(li)的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委員會將(jiang)80個(ge)議(yi)(yi)題(ti)(ti)整理(li)(li)合(he)并為64個(ge)正(zheng)式提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an);(二)對一些不(bu)(bu)符合(he)立(li)案(an)(an)(an)(an)(an)(an)(an)要(yao)求但(dan)有(you)參考(kao)價(jia)值的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)委員會將(jiang)41個(ge)議(yi)(yi)題(ti)(ti)匯(hui)總(zong)整理(li)(li)為31個(ge)意見和建議(yi)(yi),匯(hui)總(zong)后轉(zhuan)送(song)有(you)關職能部門(men)(men),逐條(tiao)向提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人(ren)(ren)回復;(三)對屬于(yu)(yu)(yu)個(ge)人(ren)(ren)問題(ti)(ti)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)、或(huo)提(ti)(ti)(ti)(ti)出(chu)的(de)問題(ti)(ti)正(zheng)確,但(dan)已經解(jie)決(jue)的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),以及一時(shi)(shi)沒有(you)條(tiao)件解(jie)決(jue)的(de),可向提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)人(ren)(ren)做出(chu)解(jie)釋的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an),則(ze)不(bu)(bu)予(yu)立(li)案(an)(an)(an)(an)(an)(an)(an)。(四)5個(ge)不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)議(yi)(yi)題(ti)(ti):第(di)一,關于(yu)(yu)(yu)為來深探望子女的(de)父母提(ti)(ti)(ti)(ti)供臨時(shi)(shi)住(zhu)所(suo)(suo)的(de)建議(yi)(yi)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:學(xue)(xue)校(xiao)西麗湖校(xiao)區(qu)設(she)有(you)招待所(suo)(suo),可以滿(man)足需求;第(di)二,關于(yu)(yu)(yu)建議(yi)(yi)學(xue)(xue)校(xiao)為各二級學(xue)(xue)院單位配備急救箱(xiang)的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:急救工(gong)作涉及面廣,針對性強(qiang),需要(yao)有(you)資質的(de)醫護人(ren)(ren)員正(zheng)確規范操作,建議(yi)(yi)將(jiang)突發(fa)情(qing)況及時(shi)(shi)報告醫務室(shi)或(huo)校(xiao)外(wai)醫療機構處置;第(di)三,關于(yu)(yu)(yu)清理(li)(li)辦公室(shi)毀壞桌椅的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:無明確地點;第(di)四,關于(yu)(yu)(yu)修剪學(xue)(xue)校(xiao)內路邊的(de)樹枝的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:屬于(yu)(yu)(yu)明喆物業綠化(hua)管理(li)(li)日常工(gong)作;第(di)五,關于(yu)(yu)(yu)校(xiao)門(men)(men)增加校(xiao)區(qu)標識,設(she)計(ji)考(kao)慮建筑(zhu)風水的(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)(an)原(yuan)(yuan)因:不(bu)(bu)符合(he)一事(shi)(shi)一議(yi)(yi)原(yuan)(yuan)則(ze),其(qi)中一事(shi)(shi)提(ti)(ti)(ti)(ti)法(fa)亦(yi)不(bu)(bu)妥當。

  二、提案受理情況

  在落實提(ti)案(an)(an)辦(ban)理的(de)(de)過程中,學(xue)校工會多次召(zhao)開提(ti)案(an)(an)工作委員會會議,及時與有關(guan)的(de)(de)職(zhi)能(neng)部(bu)門進行溝(gou)通(tong),完成提(ti)案(an)(an)處(chu)理落實工作。

  64件提(ti)案涉及(ji)到教(jiao)學、科研、學生、人事、行政教(jiao)輔、生活(huo)服務及(ji)其(qi)它等(deng)(deng)7個(ge)方面。其(qi)中(zhong)“(一)制作(zuo)佩戴校(xiao)徽;(二)開設“書院論壇”;(三)推進解(jie)決教(jiao)職工集(ji)資(zi)款;(四)進一步完善校(xiao)園(yuan)無線網(wang)絡(luo)覆蓋;(五)新增校(xiao)區電瓶車、方便(bian)師生員工出行”等(deng)(deng)5件提(ti)案確定為2013年度學校(xiao)為教(jiao)職工辦理的實(shi)事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案(an)委員會(hui)是(shi)雙代會(hui)提(ti)案(an)落實的最基本(ben)的工作組織。本(ben)著(zhu)“提(ti)醒重視,溝通交(jiao)流,推動進程”的工作原(yuan)則,對與(yu)多部門(men)相關(guan)的提(ti)案(an),注重組織協調;對常規提(ti)案(an),逐一跟蹤檢(jian)查。一年(nian)來(lai),在校(xiao)分管領導(dao)(dao)的指導(dao)(dao)、各部門(men)支(zhi)持、以及全體委員和校(xiao)工會(hui)共同努力下(xia),較好地履行了職責,順利地完(wan)成了工作任務。

  1.做好提(ti)案宣傳工作(zuo),使廣大教職工和(he)(he)雙代(dai)會代(dai)表加深(shen)對提(ti)案價值(zhi)的認(ren)識:即提(ti)案是雙代(dai)會廣泛聯系群眾、集中群眾智慧、吸引教職工參(can)與學校民主管理和(he)(he)民主監督的一個(ge)重要途徑。

  2.保證提案調研時(shi)(shi)間。嚴(yan)格執(zhi)行雙代會相關(guan)規(gui)定,督(du)促代表樹立群眾(zhong)意(yi)(yi)識,平時(shi)(shi)注意(yi)(yi)群眾(zhong)反(fan)映,為提案準備信息資源,及時(shi)(shi)反(fan)映教職工(gong)的意(yi)(yi)見和建(jian)議。

  3.準確把(ba)握(wo)提案(an)的(de)立案(an)。凡是(shi)按要求(qiu)(qiu)提交的(de)提案(an)表,原則上都(dou)予以立案(an)。對于(yu)沒有(you)立案(an)的(de)提案(an),即(ji)使(shi)是(shi)個案(an)或(huo)建議(yi),本著實(shi)事求(qiu)(qiu)是(shi)的(de)態(tai)度認真對待(dai)和處理。

  4.不斷提(ti)高提(ti)案(an)(an)辦(ban)理的(de)質量。一是(shi)規(gui)范(fan)提(ti)案(an)(an)辦(ban)理的(de)程序(xu);二是(shi)加大督辦(ban)的(de)力度,跟蹤落實(shi),確保(bao)能解決(jue)的(de)問題及時解決(jue)。一些因(yin)客觀(guan)原因(yin)一時做不到的(de),則做好解釋工(gong)作,真正做到案(an)(an)案(an)(an)有回(hui)音,件件有交待。

  5.推(tui)動承辦(ban)單(dan)位實施“一把(ba)手(shou)”工(gong)程,確保交(jiao)出滿意“答(da)卷”。在提(ti)案(an)(an)辦(ban)理過程中,絕大多(duo)數(shu)承辦(ban)單(dan)位一把(ba)手(shou)親自(zi)(zi)負(fu)責(ze),親自(zi)(zi)過問,從嚴要求、從快辦(ban)理,表現出對學校事業高度負(fu)責(ze)的(de)態度。人(ren)(ren)(ren)事處承辦(ban)提(ti)案(an)(an)14件、意見和建(jian)(jian)議(yi)5個(ge)(ge);后(hou)勤基建(jian)(jian)處承辦(ban)提(ti)案(an)(an)11件、意見和建(jian)(jian)議(yi)12個(ge)(ge)。此類(lei)提(ti)案(an)(an)大多(duo)是民生話題,直接關系到(dao)師生員工(gong)的(de)切身(shen)利益。在接到(dao)提(ti)案(an)(an)后(hou),兩個(ge)(ge)部門負(fu)責(ze)人(ren)(ren)(ren)分別帶領有關人(ren)(ren)(ren)員,認真(zhen)分析原因,限時(shi)辦(ban)理,并加強與提(ti)案(an)(an)人(ren)(ren)(ren)溝通,爭取提(ti)案(an)(an)人(ren)(ren)(ren)的(de)理解和支持。

  至2013年底,在(zai)各(ge)承辦(ban)部(bu)門(men)的大力支持(chi)和配合下(xia),已全部(bu)答復(fu)提案(an)人。承諾為教職員工辦(ban)的年度5件實事中,書院論(lun)壇開始運作;電瓶車新(xin)增了3輛;校(xiao)徽在(zai)進(jin)一(yi)步(bu)的改進(jin);校(xiao)園無(wu)線網絡(luo)在(zai)進(jin)一(yi)步(bu)的完善(shan);教職工集資款這一(yi)歷史遺留(liu)問題正在(zai)處理(li)中,學校(xiao)一(yi)如既往(wang)積極與上(shang)海思博職業技術(shu)學院聯系(xi),責成校(xiao)內(nei)有關(guan)公司按(an)公司法(fa)合法(fa)、合理(li)、合情地(di)予以解決。3月20日,上(shang)海思博職業技術(shu)學院黨政主要領(ling)導帶隊(dui)來校(xiao)尋求解決途徑。我們將繼續跟(gen)蹤(zong)推進(jin),確保教職工的合法(fa)權益。

  綜上所述(shu),上次會議(yi)64件提(ti)案中(zhong),不宜采用和難以落(luo)實的共10項,占15.6%;其余54件,已(yi)經落(luo)實和正在(zai)落(luo)實的48件,占75.0%;還有正在(zai)論證(zheng),經過努力可以完成的6件,占9.4%。

  提案(an)委員(yuan)會向(xiang)提案(an)人發出《提案(an)反饋意(yi)(yi)見(jian)評(ping)價表》,對職能部門(men)承辦的(de)64個(ge)提案(an)給出“滿(man)(man)(man)意(yi)(yi)”、“不滿(man)(man)(man)意(yi)(yi)”、“無所(suo)謂”的(de)評(ping)價意(yi)(yi)見(jian)。統計結果為:2個(ge)提案(an)被評(ping)“無所(suo)謂”,5個(ge)提案(an)被評(ping)“不滿(man)(man)(man)意(yi)(yi)”,57個(ge)提案(an)都被評(ping)為“滿(man)(man)(man)意(yi)(yi)”,提案(an)反饋意(yi)(yi)見(jian)的(de)滿(man)(man)(man)意(yi)(yi)度(du)為89.1%。

  五、存在問題和今后的打算

  提案工作與(yu)過去(qu)相比有進步(bu),但仍然存在一些(xie)問題和不足。

  1.個別(bie)提(ti)案承(cheng)辦(ban)部門對所辦(ban)理的提(ti)案重視(shi)程度不夠,辦(ban)理過程拖拉(la),辦(ban)理質量(liang)不高。

  2.雙(shuang)代會代表提案工(gong)作水平有待提高,特(te)別是(shi)提案撰寫(xie)比(bi)較集中民生福(fu)利,而對學校發展大局(ju)關注度不夠。

  針對存(cun)在的(de)問題(ti),我們提出改進工(gong)作(zuo)的(de)措施:(1)加強與提案(an)(an)承辦部(bu)門溝(gou)通,提升他(ta)們對提案(an)(an)落實(shi)工(gong)作(zuo)重要(yao)性的(de)認識;(2)在可能的(de)條件下,對雙代會(hui)代表進行(xing)提案(an)(an)方(fang)面的(de)培訓學習,提高提案(an)(an)工(gong)作(zuo)水平。

  六、總結表彰

  經工會(hui)委(wei)員會(hui)評選,2013年度4個(ge)“優秀提案(an)”和(he)2個(ge)“提案(an)承辦(ban)先(xian)進(jin)單位”分別是:

  第(di)一(yi),鄭永(yong)森(sen)、張(zhang)臻、蘇文代(dai)表提(ti)出的“開設(she)‘書院(yuan)(yuan)講壇’,推進(jin)書院(yuan)(yuan)制(zhi)改革和(he)文化育人工作”;第(di)二,麻小紅、魯林華、施蓓(bei)、朱方來、鮑薇薇、邱浩、肖景(jing)文、王群、張(zhang)雷代(dai)表提(ti)出的“公布學校(xiao)教師集資款運營狀態”;第(di)三,郭(guo)剛、吳鋒、余菲(fei)、李(li)放、尹向東、陳燕代(dai)表提(ti)出的“將無線網絡覆蓋整個校(xiao)區”;第(di)四,袁述義、楊燕云、文小龍代(dai)表提(ti)出的“制(zhi)作佩戴(dai)校(xiao)徽”。

  2013年(nian)度2個“提案承辦先進單(dan)位(wei)”分(fen)別是(shi)人事(shi)處、后勤基建(jian)處。

第二部分:本次雙代會提案和建議情況報告

  按(an)照學(xue)校《教(jiao)職工代(dai)(dai)(dai)表(biao)(biao)大會(hui)(hui)工作細(xi)則》和(he)工會(hui)(hui)的有關(guan)(guan)規定,校工會(hui)(hui)于(yu)今年(nian)3月(yue)初向學(xue)校提交了“關(guan)(guan)于(yu)召開第(di)五屆(jie)教(jiao)代(dai)(dai)(dai)會(hui)(hui)暨第(di)六屆(jie)工代(dai)(dai)(dai)會(hui)(hui)第(di)二次會(hui)(hui)議(yi)的請示”,并(bing)于(yu)3月(yue)14日得到校黨委批復,啟動大會(hui)(hui)的籌備程序(xu),給各分工會(hui)(hui)發(fa)出了向代(dai)(dai)(dai)表(biao)(biao)征(zheng)集(ji)提案的通(tong)知。代(dai)(dai)(dai)表(biao)(biao)們圍繞(rao)學(xue)校發(fa)展、人(ren)事制度改革(ge)以及(ji)教(jiao)職工所關(guan)(guan)心的問題,認真思考,深入調研,廣泛聽取意見,負責任(ren)地提交每(mei)一個提案。

  截至3月25日,本次雙代(dai)會(hui)共收到99份提(ti)案(an)表(見附件2)。分為教(jiao)學、科研、學生、人事、行(xing)政教(jiao)輔、生活服務(wu)(wu)及其它等(deng)方面。會(hui)后(hou),提(ti)案(an)工(gong)作(zuo)委員會(hui)將本著務(wu)(wu)實(shi)革新(xin)精神(shen),對代(dai)表們提(ti)出的提(ti)案(an)進(jin)行(xing)歸類(lei)整理(li),認真討論研究是(shi)否(fou)立案(an),同時(shi)送校領(ling)導批示,提(ti)交相關職能部門落實(shi)辦理(li)。
