第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年(nian)雙代(dai)會(hui)第一次會(hui)議(yi)(yi)(yi),共收(shou)到提(ti)案(an)表126份,經提(ti)案(an)委員會(hui)專題會(hui)議(yi)(yi)(yi)審(shen)議(yi)(yi)(yi)后,歸類整理出64件提(ti)案(an)、31個意(yi)見和建議(yi)(yi)(yi)、5個不(bu)立案(an)議(yi)(yi)(yi)題。

  具體(ti)情(qing)況如下:(一(yi)(yi))對(dui)符(fu)合(he)黨(dang)和國家政(zheng)策法規,學校有(you)條件辦理(li),又確(que)(que)實需要辦理(li)的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)委(wei)員(yuan)(yuan)會將80個(ge)(ge)議(yi)(yi)(yi)(yi)題(ti)整理(li)合(he)并為64個(ge)(ge)正(zheng)式(shi)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an);(二)對(dui)一(yi)(yi)些不(bu)符(fu)合(he)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)要求(qiu)但有(you)參考(kao)價值的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)委(wei)員(yuan)(yuan)會將41個(ge)(ge)議(yi)(yi)(yi)(yi)題(ti)匯總整理(li)為31個(ge)(ge)意見和建(jian)議(yi)(yi)(yi)(yi),匯總后轉送(song)有(you)關(guan)職能部門,逐條向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)人回復;(三(san))對(dui)屬(shu)于(yu)個(ge)(ge)人問題(ti)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)、或提(ti)(ti)(ti)出(chu)的(de)問題(ti)正(zheng)確(que)(que),但已經解決(jue)的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),以(yi)及(ji)(ji)一(yi)(yi)時(shi)沒(mei)有(you)條件解決(jue)的(de),可(ke)向提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)人做出(chu)解釋的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),則(ze)不(bu)予立(li)(li)(li)案(an)(an)(an)(an)(an)(an)。(四)5個(ge)(ge)不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)議(yi)(yi)(yi)(yi)題(ti):第(di)一(yi)(yi),關(guan)于(yu)為來深(shen)探望子女的(de)父母(mu)提(ti)(ti)(ti)供臨時(shi)住所(suo)的(de)建(jian)議(yi)(yi)(yi)(yi)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)(yuan)因(yin)(yin):學校西(xi)麗(li)湖校區設(she)有(you)招待所(suo),可(ke)以(yi)滿足需求(qiu);第(di)二,關(guan)于(yu)建(jian)議(yi)(yi)(yi)(yi)學校為各二級學院單位(wei)配備(bei)急救箱的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)(yuan)因(yin)(yin):急救工作涉及(ji)(ji)面廣,針對(dui)性(xing)強,需要有(you)資質的(de)醫(yi)護(hu)人員(yuan)(yuan)正(zheng)確(que)(que)規范操作,建(jian)議(yi)(yi)(yi)(yi)將突發情(qing)況及(ji)(ji)時(shi)報告(gao)醫(yi)務(wu)室(shi)或校外醫(yi)療機構處置;第(di)三(san),關(guan)于(yu)清(qing)理(li)辦公(gong)室(shi)毀(hui)壞桌椅的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)(yuan)因(yin)(yin):無明(ming)確(que)(que)地點;第(di)四,關(guan)于(yu)修剪學校內路邊(bian)的(de)樹枝的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)(yuan)因(yin)(yin):屬(shu)于(yu)明(ming)喆物(wu)業綠(lv)化管理(li)日常工作;第(di)五,關(guan)于(yu)校門增加(jia)校區標識,設(she)計考(kao)慮建(jian)筑風水的(de)提(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)立(li)(li)(li)案(an)(an)(an)(an)(an)(an)原(yuan)(yuan)(yuan)因(yin)(yin):不(bu)符(fu)合(he)一(yi)(yi)事一(yi)(yi)議(yi)(yi)(yi)(yi)原(yuan)(yuan)(yuan)則(ze),其中一(yi)(yi)事提(ti)(ti)(ti)法亦不(bu)妥當。

  二、提案受理情況

  在(zai)落實提(ti)案辦理(li)的(de)過(guo)程(cheng)中(zhong),學(xue)校工會(hui)多次召開(kai)提(ti)案工作(zuo)委(wei)員會(hui)會(hui)議,及(ji)時(shi)與有關的(de)職能部(bu)門進行溝通,完成提(ti)案處理(li)落實工作(zuo)。

  64件(jian)提(ti)案涉及(ji)到教學、科研(yan)、學生、人事、行(xing)政教輔、生活服(fu)務及(ji)其(qi)(qi)它等7個方面。其(qi)(qi)中“(一(yi))制(zhi)作佩(pei)戴(dai)校徽;(二)開設“書院論壇”;(三)推(tui)進解(jie)決(jue)教職工(gong)集(ji)資款;(四(si))進一(yi)步完(wan)善校園無線(xian)網絡(luo)覆蓋;(五)新增校區電瓶車、方便師生員工(gong)出行(xing)”等5件(jian)提(ti)案確(que)定(ding)為2013年度(du)學校為教職工(gong)辦理的實(shi)事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案(an)委員會是雙代會提(ti)案(an)落實(shi)的(de)最(zui)基(ji)本(ben)(ben)的(de)工作組織。本(ben)(ben)著“提(ti)醒重(zhong)視,溝通(tong)交流,推動進程(cheng)”的(de)工作原則,對(dui)(dui)與多(duo)部門相(xiang)關的(de)提(ti)案(an),注重(zhong)組織協(xie)調;對(dui)(dui)常規提(ti)案(an),逐(zhu)一(yi)跟(gen)蹤檢查。一(yi)年來,在校(xiao)分管領導的(de)指導、各部門支持(chi)、以及(ji)全(quan)體委員和校(xiao)工會共同(tong)努(nu)力(li)下,較好地履行了職責(ze),順利(li)地完成了工作任務。

  1.做(zuo)好提(ti)(ti)案宣傳工(gong)作,使廣大(da)教職(zhi)工(gong)和雙代(dai)會代(dai)表加深對提(ti)(ti)案價值(zhi)的認識:即提(ti)(ti)案是雙代(dai)會廣泛聯(lian)系群眾、集中群眾智(zhi)慧、吸引教職(zhi)工(gong)參與學校(xiao)民(min)主管理和民(min)主監督的一個重(zhong)要途徑。

  2.保證提(ti)案調(diao)研(yan)時間(jian)。嚴格(ge)執(zhi)行雙代(dai)會相關規定(ding),督促代(dai)表樹立群眾意(yi)(yi)識,平時注(zhu)意(yi)(yi)群眾反映(ying),為提(ti)案準備信(xin)息資源,及時反映(ying)教職工的意(yi)(yi)見和建議(yi)。

  3.準確把握提(ti)案(an)(an)的(de)(de)立案(an)(an)。凡是(shi)(shi)(shi)按(an)要求(qiu)提(ti)交的(de)(de)提(ti)案(an)(an)表,原則上都予以(yi)立案(an)(an)。對于沒(mei)有立案(an)(an)的(de)(de)提(ti)案(an)(an),即使是(shi)(shi)(shi)個案(an)(an)或建議,本著實事求(qiu)是(shi)(shi)(shi)的(de)(de)態度(du)認真對待和(he)處理。

  4.不斷(duan)提(ti)高提(ti)案(an)(an)辦(ban)理的(de)質量(liang)。一是規范提(ti)案(an)(an)辦(ban)理的(de)程序(xu);二是加大督辦(ban)的(de)力度,跟蹤落實,確(que)保能解(jie)決的(de)問題及時(shi)解(jie)決。一些(xie)因客觀(guan)原因一時(shi)做不到(dao)的(de),則做好(hao)解(jie)釋工作,真正做到(dao)案(an)(an)案(an)(an)有(you)回音,件(jian)件(jian)有(you)交待(dai)。

  5.推動承辦(ban)(ban)單位實施(shi)“一(yi)把手”工程(cheng),確保交出(chu)滿意(yi)“答卷”。在提(ti)(ti)案(an)辦(ban)(ban)理(li)過程(cheng)中(zhong),絕(jue)大多數承辦(ban)(ban)單位一(yi)把手親自負(fu)(fu)責,親自過問,從(cong)嚴(yan)要求、從(cong)快辦(ban)(ban)理(li),表(biao)現出(chu)對學(xue)校事業(ye)高度(du)負(fu)(fu)責的(de)態度(du)。人(ren)(ren)事處承辦(ban)(ban)提(ti)(ti)案(an)14件、意(yi)見和(he)(he)建(jian)議(yi)5個(ge);后(hou)勤基建(jian)處承辦(ban)(ban)提(ti)(ti)案(an)11件、意(yi)見和(he)(he)建(jian)議(yi)12個(ge)。此類提(ti)(ti)案(an)大多是民生話題,直接關系(xi)到(dao)(dao)師生員工的(de)切身利益。在接到(dao)(dao)提(ti)(ti)案(an)后(hou),兩個(ge)部門(men)負(fu)(fu)責人(ren)(ren)分別帶領有關人(ren)(ren)員,認真(zhen)分析(xi)原因,限時(shi)辦(ban)(ban)理(li),并(bing)加強與提(ti)(ti)案(an)人(ren)(ren)溝通,爭取提(ti)(ti)案(an)人(ren)(ren)的(de)理(li)解和(he)(he)支持(chi)。

  至(zhi)2013年底(di),在(zai)各承辦部門的(de)(de)大力支(zhi)持和配合(he)下(xia),已全部答復(fu)提案人(ren)。承諾為教(jiao)職(zhi)員(yuan)工辦的(de)(de)年度5件實事中,書院論(lun)壇開始運作;電瓶(ping)車新增了3輛(liang);校(xiao)徽在(zai)進(jin)(jin)(jin)一(yi)步的(de)(de)改(gai)進(jin)(jin)(jin);校(xiao)園無線網(wang)絡(luo)在(zai)進(jin)(jin)(jin)一(yi)步的(de)(de)完善(shan);教(jiao)職(zhi)工集資款這一(yi)歷史遺留(liu)問(wen)題正在(zai)處理中,學(xue)校(xiao)一(yi)如(ru)既(ji)往積極與(yu)上海思(si)博職(zhi)業技術(shu)學(xue)院聯系,責成(cheng)校(xiao)內有關公(gong)司(si)按公(gong)司(si)法合(he)法、合(he)理、合(he)情地予以(yi)解決(jue)。3月20日,上海思(si)博職(zhi)業技術(shu)學(xue)院黨政主要領(ling)導帶隊來(lai)校(xiao)尋求解決(jue)途(tu)徑。我(wo)們將繼續跟蹤推進(jin)(jin)(jin),確保教(jiao)職(zhi)工的(de)(de)合(he)法權益(yi)。

  綜(zong)上所(suo)述,上次會(hui)議(yi)64件(jian)提(ti)案中,不宜采用和難以(yi)(yi)落(luo)(luo)實(shi)(shi)的(de)(de)共10項,占(zhan)15.6%;其余54件(jian),已(yi)經落(luo)(luo)實(shi)(shi)和正(zheng)在落(luo)(luo)實(shi)(shi)的(de)(de)48件(jian),占(zhan)75.0%;還有正(zheng)在論證(zheng),經過(guo)努力(li)可以(yi)(yi)完成的(de)(de)6件(jian),占(zhan)9.4%。

  提(ti)(ti)案(an)(an)(an)委員會向提(ti)(ti)案(an)(an)(an)人發出《提(ti)(ti)案(an)(an)(an)反饋意見(jian)評(ping)價(jia)(jia)表(biao)》,對職(zhi)能部(bu)門承辦的64個(ge)提(ti)(ti)案(an)(an)(an)給出“滿(man)意”、“不滿(man)意”、“無所謂”的評(ping)價(jia)(jia)意見(jian)。統計結果為:2個(ge)提(ti)(ti)案(an)(an)(an)被評(ping)“無所謂”,5個(ge)提(ti)(ti)案(an)(an)(an)被評(ping)“不滿(man)意”,57個(ge)提(ti)(ti)案(an)(an)(an)都(dou)被評(ping)為“滿(man)意”,提(ti)(ti)案(an)(an)(an)反饋意見(jian)的滿(man)意度為89.1%。

  五、存在問題和今后的打算

  提案工作(zuo)與過去相比有進步,但(dan)仍然(ran)存在(zai)一些問題和不足。

  1.個別提(ti)案(an)承辦(ban)部門對(dui)所辦(ban)理的提(ti)案(an)重視程度不(bu)夠,辦(ban)理過程拖拉,辦(ban)理質量不(bu)高。

  2.雙代(dai)會代(dai)表提(ti)(ti)案工作水平有待提(ti)(ti)高,特(te)別是提(ti)(ti)案撰寫比較(jiao)集中民生(sheng)福利,而(er)對學校發(fa)展大局關(guan)注(zhu)度不(bu)夠。

  針對(dui)(dui)存在(zai)的(de)問(wen)題(ti),我們提(ti)出改進(jin)工(gong)(gong)作的(de)措(cuo)施:(1)加強與提(ti)案(an)承辦部門溝通,提(ti)升他(ta)們對(dui)(dui)提(ti)案(an)落實工(gong)(gong)作重要性的(de)認(ren)識;(2)在(zai)可能的(de)條(tiao)件下,對(dui)(dui)雙代會代表(biao)進(jin)行提(ti)案(an)方面的(de)培訓學習,提(ti)高提(ti)案(an)工(gong)(gong)作水(shui)平。

  六、總結表彰

  經工會委員會評選,2013年度(du)4個(ge)“優(you)秀提案(an)”和2個(ge)“提案(an)承辦先進單位”分(fen)別是:

  第(di)一,鄭(zheng)永森、張臻、蘇文(wen)代表(biao)提出的“開設‘書院(yuan)講(jiang)壇’,推進書院(yuan)制改革和文(wen)化育人工作(zuo)”;第(di)二(er),麻(ma)小(xiao)紅、魯林(lin)華、施蓓、朱方(fang)來(lai)、鮑(bao)薇薇、邱浩(hao)、肖景文(wen)、王群、張雷代表(biao)提出的“公布學校(xiao)(xiao)教師集(ji)資款運營狀態(tai)”;第(di)三,郭剛、吳鋒、余菲、李放、尹向東、陳燕(yan)代表(biao)提出的“將無線網(wang)絡覆蓋(gai)整(zheng)個校(xiao)(xiao)區”;第(di)四(si),袁述義、楊(yang)燕(yan)云、文(wen)小(xiao)龍(long)代表(biao)提出的“制作(zuo)佩戴校(xiao)(xiao)徽”。

  2013年度(du)2個“提案承辦先進單位(wei)”分別(bie)是(shi)人(ren)事處、后勤基建處。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學(xue)校《教職工代(dai)表大(da)會(hui)工作細則》和工會(hui)的(de)(de)(de)有關規定,校工會(hui)于今年3月初(chu)向(xiang)學(xue)校提(ti)交了“關于召開第(di)五屆教代(dai)會(hui)暨第(di)六屆工代(dai)會(hui)第(di)二次會(hui)議的(de)(de)(de)請示”,并于3月14日(ri)得到校黨委批(pi)復(fu),啟動大(da)會(hui)的(de)(de)(de)籌備程(cheng)序,給各(ge)分工會(hui)發出(chu)了向(xiang)代(dai)表征集提(ti)案的(de)(de)(de)通(tong)知。代(dai)表們圍繞學(xue)校發展、人事制度改革以及(ji)教職工所關心的(de)(de)(de)問題,認(ren)真思考(kao),深入(ru)調研,廣泛聽取(qu)意見,負(fu)責(ze)任地提(ti)交每一(yi)個提(ti)案。

  截至3月25日,本次雙代會共收到99份提(ti)(ti)案(an)表(biao)(見附件(jian)2)。分為(wei)教學、科研、學生、人事、行(xing)(xing)政(zheng)教輔、生活(huo)服務及其它等(deng)方面。會后,提(ti)(ti)案(an)工作委(wei)員會將本著(zhu)務實革新精神,對(dui)代表(biao)們提(ti)(ti)出的提(ti)(ti)案(an)進行(xing)(xing)歸類(lei)整理,認真討(tao)論研究是否立案(an),同時送校領導批(pi)示(shi),提(ti)(ti)交(jiao)相(xiang)關職(zhi)能部門落實辦理。
