第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙(shuang)代會第一次(ci)會議(yi),共收到提案(an)表(biao)126份,經提案(an)委員會專題會議(yi)審議(yi)后,歸類整理(li)出(chu)64件提案(an)、31個意見和建議(yi)、5個不立案(an)議(yi)題。

  具體情況如(ru)下:(一(yi))對符合黨(dang)和國(guo)家政策法規,學校(xiao)有條件辦(ban)理(li)(li)(li)(li),又確實需(xu)要(yao)(yao)辦(ban)理(li)(li)(li)(li)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)委員(yuan)會將80個議(yi)題(ti)(ti)整(zheng)理(li)(li)(li)(li)合并為64個正式提(ti)(ti)(ti)(ti)案(an)(an)(an);(二(er)(er))對一(yi)些不(bu)符合立(li)案(an)(an)(an)要(yao)(yao)求但(dan)有參考價(jia)值的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)(an)委員(yuan)會將41個議(yi)題(ti)(ti)匯(hui)總(zong)整(zheng)理(li)(li)(li)(li)為31個意見和建(jian)議(yi),匯(hui)總(zong)后轉送有關職能部門,逐條向提(ti)(ti)(ti)(ti)案(an)(an)(an)人回(hui)復;(三(san)(san))對屬(shu)于(yu)個人問題(ti)(ti)提(ti)(ti)(ti)(ti)案(an)(an)(an)、或提(ti)(ti)(ti)(ti)出的(de)(de)(de)(de)問題(ti)(ti)正確,但(dan)已經解(jie)決的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),以(yi)及一(yi)時沒有條件解(jie)決的(de)(de)(de)(de),可(ke)向提(ti)(ti)(ti)(ti)案(an)(an)(an)人做出解(jie)釋的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an),則不(bu)予立(li)案(an)(an)(an)。(四)5個不(bu)立(li)案(an)(an)(an)議(yi)題(ti)(ti):第(di)(di)一(yi),關于(yu)為來深(shen)探(tan)望子女的(de)(de)(de)(de)父母提(ti)(ti)(ti)(ti)供臨時住所(suo)的(de)(de)(de)(de)建(jian)議(yi)。不(bu)立(li)案(an)(an)(an)原(yuan)因(yin)(yin):學校(xiao)西麗湖校(xiao)區(qu)設有招(zhao)待(dai)所(suo),可(ke)以(yi)滿足需(xu)求;第(di)(di)二(er)(er),關于(yu)建(jian)議(yi)學校(xiao)為各二(er)(er)級學院單(dan)位配備急救箱(xiang)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)案(an)(an)(an)原(yuan)因(yin)(yin):急救工作(zuo)涉及面廣,針對性強,需(xu)要(yao)(yao)有資(zi)質的(de)(de)(de)(de)醫護(hu)人員(yuan)正確規范(fan)操作(zuo),建(jian)議(yi)將突發情況及時報告醫務室(shi)或校(xiao)外醫療機構(gou)處置(zhi);第(di)(di)三(san)(san),關于(yu)清理(li)(li)(li)(li)辦(ban)公(gong)室(shi)毀壞桌椅(yi)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)案(an)(an)(an)原(yuan)因(yin)(yin):無明(ming)確地(di)點(dian);第(di)(di)四,關于(yu)修剪學校(xiao)內路邊的(de)(de)(de)(de)樹枝的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)案(an)(an)(an)原(yuan)因(yin)(yin):屬(shu)于(yu)明(ming)喆物業綠(lv)化管(guan)理(li)(li)(li)(li)日常工作(zuo);第(di)(di)五,關于(yu)校(xiao)門增加(jia)校(xiao)區(qu)標識,設計考慮建(jian)筑風(feng)水的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)(an)。不(bu)立(li)案(an)(an)(an)原(yuan)因(yin)(yin):不(bu)符合一(yi)事一(yi)議(yi)原(yuan)則,其中一(yi)事提(ti)(ti)(ti)(ti)法亦不(bu)妥當。

  二、提案受理情況

  在落實提(ti)案(an)辦理的過(guo)程中,學校工(gong)會(hui)多(duo)次(ci)召開提(ti)案(an)工(gong)作委員會(hui)會(hui)議(yi),及時(shi)與(yu)有關的職能部門進行溝通,完(wan)成提(ti)案(an)處理落實工(gong)作。

  64件(jian)提案(an)(an)涉及(ji)(ji)到教學、科研、學生、人事、行政教輔(fu)、生活服務及(ji)(ji)其(qi)它等7個方面。其(qi)中“(一)制(zhi)作佩戴校(xiao)徽;(二)開設“書(shu)院論壇”;(三)推進(jin)(jin)解決教職工集資款;(四(si))進(jin)(jin)一步完(wan)善校(xiao)園無線網絡覆(fu)蓋;(五)新(xin)增校(xiao)區電瓶車、方便師生員工出行”等5件(jian)提案(an)(an)確定(ding)為(wei)2013年度學校(xiao)為(wei)教職工辦理的實(shi)事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案委(wei)員會(hui)是雙代會(hui)提(ti)案落(luo)實的(de)最基本的(de)工(gong)作(zuo)組織(zhi)。本著“提(ti)醒重(zhong)視(shi),溝通交流,推動進程(cheng)”的(de)工(gong)作(zuo)原則(ze),對與多部門(men)相關的(de)提(ti)案,注重(zhong)組織(zhi)協(xie)調;對常(chang)規提(ti)案,逐(zhu)一(yi)跟蹤(zong)檢查。一(yi)年來,在(zai)校分管領導的(de)指導、各(ge)部門(men)支持(chi)、以及全(quan)體委(wei)員和校工(gong)會(hui)共同努力下,較好(hao)地履行了(le)職責,順利地完成了(le)工(gong)作(zuo)任務。

  1.做好(hao)提案宣(xuan)傳工作,使廣大教職工和雙(shuang)代(dai)會(hui)代(dai)表加深對(dui)提案價值的認識:即提案是雙(shuang)代(dai)會(hui)廣泛聯系(xi)群眾(zhong)、集中群眾(zhong)智慧、吸引教職工參與(yu)學(xue)校民主管(guan)理和民主監督的一個重要途徑。

  2.保證提案調研時(shi)間。嚴(yan)格執(zhi)行雙(shuang)代會相(xiang)關規定(ding),督促代表(biao)樹立群眾意(yi)(yi)識,平時(shi)注意(yi)(yi)群眾反(fan)映,為提案準備信息資源,及時(shi)反(fan)映教(jiao)職工的意(yi)(yi)見(jian)和建(jian)議。

  3.準確把握提案的立案。凡是按要(yao)求(qiu)提交的提案表,原(yuan)則上都予以(yi)立案。對于沒有立案的提案,即使是個案或建議(yi),本著(zhu)實(shi)事求(qiu)是的態度認真對待和處理(li)。

  4.不(bu)斷提(ti)高提(ti)案(an)(an)辦理的(de)(de)(de)質量。一是規范提(ti)案(an)(an)辦理的(de)(de)(de)程序(xu);二是加大督(du)辦的(de)(de)(de)力度,跟蹤落實,確保能解(jie)決的(de)(de)(de)問題及時(shi)解(jie)決。一些因客(ke)觀原(yuan)因一時(shi)做(zuo)不(bu)到(dao)的(de)(de)(de),則做(zuo)好解(jie)釋工作,真正做(zuo)到(dao)案(an)(an)案(an)(an)有回音,件件有交待(dai)。

  5.推動承(cheng)(cheng)辦(ban)單位(wei)實施“一(yi)(yi)把(ba)手”工程,確保交(jiao)出滿意“答(da)卷”。在提(ti)(ti)(ti)案(an)(an)辦(ban)理過程中(zhong),絕大多(duo)數承(cheng)(cheng)辦(ban)單位(wei)一(yi)(yi)把(ba)手親自負責(ze),親自過問,從(cong)嚴要(yao)求、從(cong)快辦(ban)理,表(biao)現出對學校事業高(gao)度負責(ze)的(de)態(tai)度。人事處承(cheng)(cheng)辦(ban)提(ti)(ti)(ti)案(an)(an)14件、意見(jian)(jian)和建議5個(ge)(ge);后勤基建處承(cheng)(cheng)辦(ban)提(ti)(ti)(ti)案(an)(an)11件、意見(jian)(jian)和建議12個(ge)(ge)。此類提(ti)(ti)(ti)案(an)(an)大多(duo)是民生(sheng)話(hua)題,直接關(guan)系到(dao)師生(sheng)員工的(de)切身(shen)利益(yi)。在接到(dao)提(ti)(ti)(ti)案(an)(an)后,兩個(ge)(ge)部(bu)門負責(ze)人分別(bie)帶領有關(guan)人員,認真分析(xi)原因,限(xian)時辦(ban)理,并加強與提(ti)(ti)(ti)案(an)(an)人溝通,爭取提(ti)(ti)(ti)案(an)(an)人的(de)理解和支持。

  至2013年(nian)底(di),在各承辦部(bu)(bu)門的(de)大力支(zhi)持和(he)配合下,已全部(bu)(bu)答復提案人。承諾為教職員工辦的(de)年(nian)度5件實事中,書院(yuan)論壇開始(shi)運作;電瓶車新(xin)增了3輛(liang);校(xiao)徽在進一(yi)步的(de)改進;校(xiao)園無線網絡在進一(yi)步的(de)完(wan)善;教職工集資款這(zhe)一(yi)歷史遺留問(wen)題正(zheng)在處理中,學校(xiao)一(yi)如既往(wang)積極(ji)與上海(hai)思博職業技術學院(yuan)聯系,責成校(xiao)內有關(guan)公司(si)按公司(si)法合法、合理、合情地予以解(jie)(jie)決。3月20日,上海(hai)思博職業技術學院(yuan)黨(dang)政主要領導(dao)帶隊來校(xiao)尋(xun)求解(jie)(jie)決途徑(jing)。我們(men)將繼續跟蹤推進,確保教職工的(de)合法權益(yi)。

  綜上所述(shu),上次會議64件提案中,不宜(yi)采用和(he)難(nan)以落實(shi)的共10項,占(zhan)15.6%;其余54件,已經落實(shi)和(he)正在(zai)落實(shi)的48件,占(zhan)75.0%;還有正在(zai)論證,經過努力可以完成的6件,占(zhan)9.4%。

  提案(an)委(wei)員會向提案(an)人發出《提案(an)反(fan)饋意(yi)見(jian)評價表》,對職能(neng)部門承(cheng)辦的64個(ge)提案(an)給出“滿意(yi)”、“不滿意(yi)”、“無所謂(wei)”的評價意(yi)見(jian)。統計結果(guo)為(wei)(wei):2個(ge)提案(an)被(bei)評“無所謂(wei)”,5個(ge)提案(an)被(bei)評“不滿意(yi)”,57個(ge)提案(an)都被(bei)評為(wei)(wei)“滿意(yi)”,提案(an)反(fan)饋意(yi)見(jian)的滿意(yi)度為(wei)(wei)89.1%。

  五、存在問題和今后的打算

  提案工作與過(guo)去相(xiang)比(bi)有進(jin)步(bu),但仍然存在一(yi)些問(wen)題和不足。

  1.個別提(ti)案(an)(an)承辦(ban)(ban)部門對所(suo)辦(ban)(ban)理的(de)提(ti)案(an)(an)重視程(cheng)度不夠,辦(ban)(ban)理過程(cheng)拖拉(la),辦(ban)(ban)理質量不高。

  2.雙代會代表提案(an)工作水(shui)平有(you)待(dai)提高,特(te)別是提案(an)撰(zhuan)寫比較(jiao)集中民生福利,而對學校發展大局關注度不夠。

  針對存在(zai)的(de)問題,我們(men)提(ti)出改(gai)進工作的(de)措施:(1)加強(qiang)與提(ti)案(an)(an)承辦(ban)部門溝通(tong),提(ti)升他們(men)對提(ti)案(an)(an)落實工作重要性的(de)認識;(2)在(zai)可能的(de)條件下,對雙代會代表(biao)進行(xing)提(ti)案(an)(an)方面的(de)培(pei)訓學習(xi),提(ti)高提(ti)案(an)(an)工作水平(ping)。

  六、總結表彰

  經工會委員會評選(xuan),2013年度4個“優秀提案(an)”和2個“提案(an)承辦先進單(dan)位”分別是(shi):

  第一,鄭永森、張臻(zhen)、蘇文代(dai)(dai)(dai)表提(ti)出(chu)(chu)的(de)“開設‘書院講壇(tan)’,推進(jin)書院制改革和文化育人(ren)工作(zuo)”;第二,麻小紅、魯林(lin)華、施蓓、朱方來、鮑(bao)薇(wei)薇(wei)、邱浩、肖景文、王群、張雷(lei)代(dai)(dai)(dai)表提(ti)出(chu)(chu)的(de)“公布學校教師集資款運營狀態”;第三,郭剛、吳鋒、余菲、李放、尹向(xiang)東、陳燕代(dai)(dai)(dai)表提(ti)出(chu)(chu)的(de)“將無線網(wang)絡(luo)覆蓋(gai)整(zheng)個校區(qu)”;第四(si),袁(yuan)述義、楊燕云、文小龍代(dai)(dai)(dai)表提(ti)出(chu)(chu)的(de)“制作(zuo)佩(pei)戴(dai)校徽”。

  2013年(nian)度2個“提(ti)案承辦先進單(dan)位(wei)”分別是人(ren)事處、后(hou)勤基建處。

第二部分:本次雙代會提案和建議情況報告

  按(an)照學(xue)校《教職工(gong)(gong)(gong)代(dai)(dai)表大(da)會(hui)工(gong)(gong)(gong)作(zuo)細則》和(he)工(gong)(gong)(gong)會(hui)的(de)有關規定,校工(gong)(gong)(gong)會(hui)于(yu)今(jin)年3月初向(xiang)學(xue)校提(ti)交(jiao)了(le)“關于(yu)召開第五屆(jie)教代(dai)(dai)會(hui)暨第六屆(jie)工(gong)(gong)(gong)代(dai)(dai)會(hui)第二次會(hui)議的(de)請示”,并(bing)于(yu)3月14日得到校黨委批復,啟動大(da)會(hui)的(de)籌備程序,給各分工(gong)(gong)(gong)會(hui)發(fa)出了(le)向(xiang)代(dai)(dai)表征集提(ti)案的(de)通知。代(dai)(dai)表們圍繞學(xue)校發(fa)展、人事(shi)制度改革以及(ji)教職工(gong)(gong)(gong)所關心的(de)問(wen)題,認真思考,深入調研,廣泛聽取意見(jian),負(fu)責任地提(ti)交(jiao)每一個提(ti)案。

  截至(zhi)3月(yue)25日,本(ben)(ben)次雙(shuang)代會(hui)共收到99份提(ti)(ti)案(an)(an)表(見附(fu)件2)。分為教(jiao)學、科研(yan)(yan)、學生、人事、行(xing)政教(jiao)輔(fu)、生活服務及其它等方面。會(hui)后,提(ti)(ti)案(an)(an)工作委員會(hui)將本(ben)(ben)著務實革新精神,對(dui)代表們提(ti)(ti)出的提(ti)(ti)案(an)(an)進行(xing)歸類整理,認真討論(lun)研(yan)(yan)究是否(fou)立(li)案(an)(an),同(tong)時送(song)校領導批示,提(ti)(ti)交相關職能部門落實辦理。
